The Athens City Planning Commission on April 2 recommended that Athens City Council consider rezoning eight city parcels at 111 Hooper Street from R-1 and R-2 to R-3 to allow a multifamily affordable housing development proposed by Hilltide Partners.
Hilltide development officer Taylor Cook said the application covers 5.13 acres within the city (part of an 18.45-acre contract area that also includes acreage in Athens Township) and that the developer plans to apply to the Ohio Housing Finance Agency (OHFA) for housing tax credits to build "50 or more high quality affordable housing units restricted to households earning at or below 80% of the area median income." Cook told the commission the R-3 designation is needed to achieve the density required for a tax credit-financed project and that the site is across Hooper Street from the existing Monticello Village multifamily property.
