Miami County awards $3.48 million asphalt maintenance contract to Superior Bowen

Miami County Commission on April 23 authorized a notice of award to Superior Bowen for the county’s 2025 asphalt corrective maintenance program, accepting the low bid of $3,481,694.35.
The action followed a bid opening held April 15 for project 2407STC0702 (2025 asphalt corrective maintenance). Matt Oler, project manager, told commissioners there were two competitive bidders and that Superior Bowen submitted the lowest responsible bid. “Superior Bowen is your parent low at an amount of $3,481,694.35,” Oler said.
The award was made under an existing budget of $5,600,000 for the project, leaving roughly $2.1 million unallocated, Oler said. Road and Bridge staff proposed retaining about $300,000 for additional crack sealing, overlays and subdivision repairs and using the remainder to increase mill depth on specified segments of 220 Third Street — for example, changing a planned 2-inch mill to a 3-inch mill from Woodland to Metcalf, with a 1-inch leveling course and a separate 2-inch mill-and-overlay from Metcalf to the state line. Oler said staff would negotiate with Superior Bowen to obtain cost estimates for those additions once the award authorization is granted.
Commissioner Vickery moved to accept Oler’s recommendation; the motion was seconded by Commissioner Diedecker and passed 4-0. Commissioners thanked staff and noted local contractor participation.
The bid award authorizes negotiations and contract execution consistent with the bid documents; final add-on work will depend on negotiated pricing and, where applicable, asphalt indexing tied to market prices. During public comment earlier in the meeting, resident Donald Ulery asked the commission to consider sealing his road at 28140 Hospital Drive, a request commissioners said is considered during annual road project budgeting and prioritization.
