Planning staff to hire two temporary clerks to digitize surveys; budget presentation shows modest change

John Kinsey, planning and zoning environment administrator, told the McPherson County Board of Commissioners on May 12 that the department will hire two temporary, part-time clerks to digitize records stored in vaults and at the courthouse.
"This is part of an initiative ... where we're gonna be digitizing our folders in our survey," Kinsey said. He identified two proposed hires — Renee Schoengert and Carter Allen — at $14.79 per hour, no benefits, each capped at a maximum of 500 hours. Kinsey said one hire will digitize planning and zoning folders while the other will digitize surveys and blueprints. Commissioners approved both PCNs with effective date May 27, 2025.
Kinsey also presented the department's budget materials for the coming cycle, telling commissioners he made some line-item corrections and noting an overall projected change of 4.89% from the 2025 budget. "Everything else has been pretty much flat," he said, and he noted software maintenance (GovBuild, Esri) and ongoing GovBuild implementation as recurring items.
Kinsey said a change in a county resolution last October has resulted in more recent surveys being recorded with the register of deeds, leaving a backlog of older records to digitize. He estimated the temporary work could continue through mid-August if full hours are used.
The board approved the PCNs during the meeting; the budget discussion will continue in follow-up sessions. No funding reallocation or new recurring positions were approved during the meeting.
