State representative urges support for Ohio Public Works Commission funding renewal

Sabra Van Troy told Mentor-on-the-Lake council that State Issue 2 on the upcoming special election ballot would renew constitutional authorization for the Ohio Public Works Commission (OPWC) for another 10 years and urged local support.
Van Troy said the OPWC program has funded local projects since the late 1980s and, according to a printout she requested from the OPWC office, the city has received approximately $3,700,000 in grants, about $965,000 in 0%-interest loans and about $67,000 under an LTIP program over the program's history. She said the measure is not a tax increase and the state will service the debt from existing resources.
Van Troy said the 10-year authorization being proposed would fund approximately $2.5 billion statewide over the next decade (about $250 million per year), and noted that local projects' funding decisions start at the county-engineer and district integrating-committee level. She also asked council to encourage residents to vote Yes on the special-election ballot because turnout is expected to be low.
Council members asked clarifying questions about the simple-majority voting requirement for passage and other program details; Van Troy said the measure requires a simple majority.
