Pepper Pike City Council on April 8 approved a $37,500 contract to replace the flat roof on the city service department garage after staff reported that a 25-year-old section of roofing had deteriorated and was at risk of leaking.
Staff said an inspection in April 2024 identified cracking seams and missing or degraded roof shields after storms. Two certified contractors submitted bids; staff recommended the lower bid, $37,500, and said both bidders work through the manufacturer that warranties the city’s rolled roofing system.
Council members pressed staff on timing, the condition of the roof when the department building was remodeled five years ago, whether temporary repairs could extend the roof’s life, and why the city was working with contractors linked to the roofing manufacturer. Staff explained the manufacturer-certified contractors are required to maintain the system’s warranty and that the existing roof is beyond any remaining warranty coverage.
Councilmembers also requested clearer advance disclosure of bid documents and back-up before meetings; staff said a $50,000 budget line for roof replacement had been added during the budget process and the $37,500 estimate fits within that allocation.
After discussion, a motion to award the contract passed on a roll-call vote. Staff will proceed with the replacement and report when work is scheduled and completed.
