At its Feb. 25, 2025, meeting the Kettering City Council voted unanimously on a package of ordinances, resolutions and appointments. The matters below were moved, seconded and approved by roll call unless noted.
Minutes and appointments - Approved corrected workshop minutes from Jan. 28, 2025, and council meeting/workshop minutes from Feb. 11, 2025. Vote: unanimous. - Appointed Jennifer Baglio to the Board of Tax Review (term ending Dec. 31, 2025). Approved by voice vote. Council also appointed four members to the Sustainability Committee: Silas Besco, Shane Moon, Nevin Smith and Melena Wahlwer (terms ending Dec. 31, 2027).
Ordinances (second reading/approved) - Amendment to Section 152.08 of the codified ordinances (city contract provisions). Motion moved and seconded; roll call: unanimous (yes from Sullivan, Hall, Scott, Duvall, Suddath, Fisher, Mayor Lehner). - Amendment to the traffic control map & file (West David Road parking restrictions). Approved by roll call: unanimous.
Resolutions (approved) - Authorize city manager to use competitive bargaining/negotiated quotes for employee insurance and related administrative services (no immediate cost). Approved unanimously. - Authorize application for a Priority 1 grant from Ohio Department of Public Safety, Division of EMS (no matching funds required; funds, if awarded, will be used to purchase emergency medical equipment). Approved unanimously. - Authorize agreements with ODOT to allow the city to serve as lead agency for the SR-835 (Research Boulevard) pedestrian/bike-path project (city project 055-0040, ODOT PID 123306). Staff said the city received $714,000 in construction funding and that construction is fully funded; the project is to be built in phases and the bridge replacement is planned for 2027. Approved unanimously. - Woodman Drive bridge railing repair (City Project 03950C), estimated cost $26,000; staff said insurance reimbursement will be sought. Approved unanimously. - Authorize payment of music licensing fees for Pavilion concerts, estimated and budgeted at $80,000 for 2025. Approved unanimously. - Authorize competitive bargaining/negotiated quotes for Government Center Campus security improvements, estimated and budgeted at $250,000. Staff described tint/ballistic film for doors, permanent security glass barriers at the planning and development lobby, and replacement of aging panic-button systems. Approved unanimously. - Authorize repairs to the drainage trench around the zero-depth pool at Adventure Reef Waterpark (cost to be covered by miscellaneous building improvements fund and anticipated underspending elsewhere). Approved unanimously. - Authorize procurement and contract for a comprehensive Parks, Recreation & Cultural Arts master plan, estimated cost $200,000. Staff said the plan will include extensive public engagement and is expected to begin procurement in the summer with a 12–18 month timeline once a consultant is under contract. Approved unanimously.
Staff and procedural items - First readings were held on several traffic-code and civil-service-rule items; no final council votes were taken on those first readings.
Vote record: Where roll-call votes were recorded, council members present registered unanimous "yes" votes. The recorded council members in roll calls were Shane Sullivan, Jill Hall, Bob Scott, Lisa Duvall, (Brian) Suddath, Jackie Fisher and Mayor Peggy Lehner.
Motions, movers and seconds: Most items were presented and a council member moved and another seconded; the meeting record shows motions were moved and seconded before roll-call votes for each item.
The council returned several items for future consideration (notably the zoning-code amendment public hearing) and took none of the items above off the table for further study during this meeting.
