Council approves multiple parks, streets and economic development contracts and grants including playground surfacing, irrigation, demolition and façade grants

Key approvals included:
- Playground surfacing replacement at Van Buren Park: council authorized competitive bargaining and negotiated quotes with an estimated budget of $150,000. Staff said the work will replace safety surfacing and is part of the 2025 capital program.
- Irrigation controllers and system installation at Poland Farm: authorized at an estimated budget of $100,000. Staff said the new, centrally controlled irrigation will replace manual hand‑watering and allow remote control for water‑efficiency and maintenance.
- Demolition services partnership with Kettering Development Corporation (KDC) for the property at 2335 Smithville Road: the city will act as contracting agent for a broader demolition project and KDC will reimburse the city for actual demolition costs plus an administrative fee (estimated funds available $25,000).
- Two façade and site improvement grants (reimbursable): Council approved participation for Mo Harrigan’s Tavern (4070 Marshall Road) and a property at 4055 Far Hills Avenue. The program reimburses up to 50% of eligible costs, not to exceed $50,000 per project.
- Codified ordinance recodification and online hosting: the council authorized a contract for $33,245 to convert the city charter and codified ordinances from PDF to searchable, ADA‑accessible online format and to perform recodification review of the ordinances. City legal staff said the last major recodification occurred in 1972 and current PDFs are not searchable or ADA compliant.
- Application for a Montgomery County Human Services grant to support the Senior Services Transportation Program at Lathrop Senior Center: council authorized the city to apply; staff said the previous federal funding is no longer available and the award amount will be determined by the county if the application is successful.
All measures were described by staff as funded from the requesting departments’ budgets or dedicated program funds; staff indicated the demolition work will be reimbursed by the Kettering Development Corporation. Each resolution passed on a roll call with unanimous recorded votes.
