Delaware County objects to Sunbury residential TIF for Woodland Lake, opens talks with city

The Delaware County Board of Commissioners on a unanimous vote approved Resolution 25-360 to object to the City of Sunbury’s notice of intent to establish tax-increment financing (TIF) incentive districts for a parcel on the west side of Interstate 71 known as Woodland Lake.
Eric Hostetler, deputy county administrator and general counsel, said the county received notice from the City of Sunbury and that the objection is “consistent with the board’s practice” to preserve the county’s negotiating position. “That gives us an opportunity to negotiate an agreement with Sunbury or receive compensation if we can't successfully negotiate an agreement,” Hostetler said.
Hostetler told the board he and the county administrator had met with Sunbury City Administrator Daryl Hennessy and that the city is aware the county will file the objection and that early discussions about an agreement have begun. The objection does not prohibit negotiation; it preserves county rights under applicable procedures the board follows for municipal TIF notices.
The board voted to approve Resolution 25-360; Commissioners Merrill, Benton and President Barb Lewis recorded “Aye.” No public questions were raised during the item. The county staff indicated they will continue talks with Sunbury as the next step.
