Commissioners approve road contract, salt purchase and routine resolutions; list of votes

The Delaware County Board of Commissioners unanimously approved a series of routine resolutions on April 14, 2025, including a $2,606,570.46 contract award for the 2025 county road improvements program and authorization to participate in an ODOT salt contract for up to 12,000 tons.

The votes consolidated largely routine public‑works, planning and administrative items on the commissioners’ consent agenda. Taken together, the measures approve vendor contracts, subdivision plats, appropriations transfers and board appointments that the county says are needed for upcoming construction, winter readiness and ongoing maintenance programs.

The largest spending action the board approved was the bid award to Shelley Company for the county’s 2025 road improvements program, a contract county staff said will run from May through September and that reflected lower asphalt and diesel prices compared with the previous year. Commissioners also approved participation in the Ohio Department of Transportation salt contract to replenish county stockpiles and to supply partner local agencies.

What passed and what it means

County staff described the road contract as a routine low-bid award that will cover multiple pavement treatments including paving, micro‑surfacing and chip sealing. The county engineer noted asphalt and diesel prices had fallen since last year, which contributed to a lower bid total. The approved participation in the ODOT salt contract is intended to refill county storage to a capacity of about 12,000 tons to avoid delivery delays witnessed elsewhere.

Several planning items approved routine land‑development steps: two residential subdivisions and the transfer from construction to a one‑year maintenance bond for a completed subdivision.
