Delaware County TID reports $3.1 million cash balance; updates roundabouts, interchange, Orange Road and Bell Canyon work

Treasurer Sy reported the Transportation Improvement District’s current cash balance at $3,106,378.57 at the March meeting. Sy also told the board an audit should begin soon and that staff would provide an update at a future meeting.
Rob, a TID staff member, briefed the board on several active projects. He said the Silicon Heartland roundabout projects on County Line Road are in right-of-way acquisition and that the third roundabout at Route 37 remains on track for award later this year, with most construction expected in 2026. The Orange Road grade-separation project remains in coordination with railroads and Delco Water; Rob said the project includes a temporary at-grade crossing during underpass construction and that the TID is awaiting a U.S. Department of Transportation grant agreement for $21,000,000 that the project received.
On the interchange project, Rob said Phase A is out to bid with bids due later this month and an anticipated contract award in late May; phases B and C are in design, roughly 20–25% complete, and staff expect right-of-way plans for Phase B this summer. Rob also described a Bell Canyon Road improvement in Orange Township that will be bid soon; the board received a $750,000 grant for that work.
Board members discussed the wider county traffic impacts, including commuter changes along Routes 42 and 36 and the need to continue coordination with ODOT. One member noted that the state funding for some projects tied to larger regional development has not been delayed despite schedule changes with large employers in the region.
The board briefly confirmed April 9 as the next meeting date and noted one anticipated agenda item: the Stockwell Road agreement, which remains under review by four affected townships and may be ready for approval in April if township approvals are completed.
No formal board actions were taken on the project updates during the meeting; items were provided for information and future planning.
