Commissioners approve road-usage agreement with AEP for transmission-line work

The Delaware County Board of Commissioners on March 3 approved a road-usage and maintenance agreement with AEP Ohio Transmission Company Inc. to cover local roads used during a transmission-line construction project.
Rob Riley, chief deputy engineer, told the commissioners AEP is building a transmission line from a substation in Sunbury to the Intel-area New Albany Technology Park and had worked with local agencies to craft the agreement. The contract requires AEP to inspect roads before and after construction, post a bond to secure repairs and make any necessary fixes to return roads to county standards.
"Basically, what the agreement calls for is AEP will be responsible to repair any damage to the roads. We will hold a bond, to secure that obligation," Riley said.
Commissioners voted to approve the agreement (resolution 25-154); both Barb Lewis and Gary Merrill voted aye.
County officials said the agreement is standard for projects that involve heavy hauling and temporary accesses and is intended to ensure local roads are "made whole." The board did not attach additional conditions beyond the maintenance and bonding requirements described by county staff.
