The Delaware County Board of Commissioners voted Feb. 20 to award a contract to Straws Repaving Incorporated to upsize 243 feet of trunk sewer on Jewett Road from 18 inches to 24 inches, citing a hydraulic bottleneck at the location.
Tiffany Mack, director of environmental services, told the board the project is intended to address a hydraulic bottleneck and to get the work done in advance of an Ohio Department of Transportation roundabout project expected in 2026. Mack said engineering estimated the work at $450,000; the county received nine bids and Straws Repaving was the low bidder at $294,232.
Mack described the project as relatively small and said the county has coordinated timing with ODOT, local schools and the county engineer’s office. She said the contract includes a six-month schedule for completion and estimated the road closure would last about a week. "I think costs are starting to come down," Mack said, noting that multiple bidders and a compact schedule likely helped secure lower bids.
Commissioners Barb Lewis and Gary Merrill voted to approve the contract; Commissioner Benton was absent. No amendments to the award were recorded at the meeting.
The board’s action authorizes the county to execute a contract with Straws Repaving Incorporated for the Jewett Road trunk sewer improvements; staff did not specify a start date in the meeting record. The project was described as a proactive measure to avoid future utility conflicts with the ODOT roundabout work.
