Commissioners approve multiple transportation, subdivision and procurement actions; vendor list and culvert contract awarded

The Delaware County Board of Commissioners on Jan. 27 approved multiple resolutions authorizing property purchases, right-of-way actions, project agreements with ODOT, subdivision plats, vendor lists and construction contracts.
Key actions approved included: accepting $250,000 in ODOT funds and authorizing the county to act as the local public agency (LPA) for improvements to the State Route 3 and Lewis Center Road intersection in Genoa Township (Resolution 25-53); approving a contract of sale for property needed for the Hyatts and Section Line Road roundabout in Concord Township (Resolution 25-54); approving subdivision plats for Dublin Court Subdivision and for Evans Farm Section 6 phases A and B (Resolution 25-55); accepting 19 standard right-of-way utility permits (Resolution 25-56); adopting declarations of necessity to appropriate property for the Piatt Road/Peachblow Road roundabout in Berlin Township (Resolution 25-57) and for property needed for the State Route 3 widening at Lewis Center Road (Resolution 25-58); certifying total county road mileage for 2024 at 333.929 centerline miles and noting a reduction of 0.948 centerline miles due to annexation (Resolution 25-59); approving the county's annual materials and services vendor list (Resolution 25-60); approving a drainage-maintenance petition for Evans Farm Section 6 (Resolution 25-61); approving supplemental engineering agreement No. 2 with Norfolk Southern Railway for the Orange Road railroad grade-separation project (Resolution 25-62); awarding the 2024 culvert contract to Double Z Construction for $1,493,403 (Resolution 25-63); and establishing a one-year maintenance bond and releasing the construction bond for Carlton at Berkshire, a 312-unit multifamily development (Resolution 25-64).
The culvert contract award was supported by bid tabulation presented in the meeting: Shelly & Sands submitted a bid of $2,050,461; Double Z Construction submitted the lower bid of $1,493,403 and was recommended for award. The Orange Road agreement was presented as supplemental engineering review services requested by Norfolk Southern Railway. The Evans Farm drainage petition covers 30.22 acres and 96 lots in Orange Township and was submitted by property owners for inclusion in the county drainage maintenance program.
All recorded votes on the listed resolutions were taken by roll call or voice; President Barb Lewis and Commissioner Gary Merrill voted “Aye” on the items recorded in the transcript. Commissioner Benton was noted absent at several roll calls. The board did not record any failed motions during the Jan. 27 meeting.
Why it matters: The approvals advance multiple transportation projects (intersection improvements, roundabouts, railroad separation and culvert replacement), enable subdivisions to move forward, and secure vendor lists to support road and maintenance work during 2025.
