Fair board painting contract draws procurement questions; commissioners schedule follow-up meeting

Several attendees raised procurement and contractor-qualification concerns about a painting contract for the Trumbull County Fair grandstand during the April 15 workshop.

What was raised: Jim Taylor (speaker for the fairgrounds/livestock community) said contractors previously used on county projects produced substandard work and reported he could not find evidence that the awarded painting contractor was registered in certain state compliance programs (for example, the Ohio Bureau of Workers’ Compensation drug‑free workplace registry) commonly reviewed for public projects. Taylor reported the board was told a local painting contractor was awarded the work as the lowest and best bid, while other candidates argued quality and scope warranted a different selection.

Why it matters: The county owns the fairgrounds property and historically supports the Agricultural Society; major capital improvements funded by grants often require clear procurement documentation and compliance with grant conditions. Commissioners said they were not previously briefed on the award and asked for full documentation.

Next steps: Commissioners asked staff to convene a meeting next Tuesday (the workshop day) that includes fair board representatives, the county’s building-maintenance supervisor and the bidder(s) so the procurement record and scope-of-work can be reviewed in public. The prosecutor’s office and county maintenance staff offered to support a review. Commissioners asked the fair board to bring the bid documents, scope of work, evaluation notes and any grant paperwork that accompanied the award.
