Staff: consultants producing MCI site scenarios and economic feasibility; state coordination ongoing

Linda, a town staff member, told the committee the consultant team working on the MCI site has completed an existing-conditions study, established a project website, and is beginning formal outreach that includes public open houses. The consultants will produce multiple redevelopment scenarios and an economic feasibility analysis that will include impact estimates on municipal services and tax revenue.
"They will take that information and create, for the next meeting, a number of scenarios for people to review and give their feedback on," Linda said, describing the outreach process and two public open-house sessions scheduled the following day.
Linda said the consultant team includes specialists in landscape and urban planning and will coordinate with DCAM, the state agency that owns the property. She said the consultants will interview town departments to estimate impacts — for example, on schools, police, fire and public works — and will analyze whether Concord’s preferred scenarios would be economically feasible for developers.
The chair and members discussed timing: town staff said state-level processes — including transportation work at the rotary and Route 2 — run on a different timetable and there is a fiscal-year funding horizon (June 30) that creates urgency. Linda said that is a reason the town plans to present Article 33 at Town Meeting to reserve funding for next steps if state or consultant resources are insufficient to complete all work by June 30.
Committee members asked whether the consultants will produce impact estimates (students generated, traffic counts, police/fire staffing needs); Linda confirmed economic feasibility will include those impact analyses and that the consultant team is interviewing town departments to develop them.
