ARPA update: $80,000 for Commute Action and housing authority pursuing a Whitewater property

The finance committee received an American Rescue Plan Act (ARPA) update on April 24.
Staff told the committee the county will proceed with an $80,000 payment to Commute Action to support that organization's operations. Separately, the Walworth County housing authority is exploring a commercial property in Whitewater that it may purchase and convert into residential units; staff said the authority is still completing its process and has not provided the county the six pieces of information recommended in the county’s MOU before submitting a formal offer.
Staff emphasized that the housing authority would have to satisfy the MOU requirements and provide final unit counts and monitoring information before ARPA funds would be distributed. Committee members were told the housing authority is proceeding at some risk if it makes an offer before the MOU steps are completed; staff said the county will require full MOU compliance prior to disbursing funds.
