A group of council members formally requested staff assistance to explore options for a standardized evaluation tool for council direct hires, including the city manager and other positions hired by council.
Council members Henkel and Cohen (and a third colleague who was absent due to illness) asked staff to arrange a study-session briefing that would include possible third-party consultants such as Employers Council and presentations on available models. The objective is to identify a transparent, collaborative and consistent evaluation approach that may include customized evaluation instruments, 360-degree feedback options and an opportunity for consultants to meet individually with council members to learn preferences and design a tool suited to Broomfield.
Council members indicated the review should remain council-driven (not developed by staff who report to the direct hires under review) and suggested the mayor and volunteer council members could coordinate outreach to municipal association resources to compile options. Multiple council members voiced support for proceeding; the mayor said he would coordinate with the requesting council members and staff to plan the study session.
