Brookings County planning board recommends multiple plats; board of adjustment OKs accessory-building permit

The Brookings County Planning and Zoning Commission and the Board of Adjustment approved four plats and a conditional-use permit for an accessory building at their April 1 meeting, forwarding plat recommendations to the County Commission and issuing a conditional-use permit for the accessory building addition.
The commission considered four separate plat applications (2025 Plat 006, 007, 008 and 009). County staff presented each plat and said all meet the 2016 comprehensive plan platting requirements cited for agricultural or unincorporated-rural land use. In each case the applicant was not present for public comment and no members of the public spoke for or against the plats during the hearings. The commission voted to recommend approval for each plat.
Key details from staff presentations: Plat 2025-006 (Barnett Addition) would divide the Bridal Barnett Trust parcel into Track 2 (65.24 acres) and Track 3 (70.12 acres); the property contains multiple existing easements (including a 90-foot transmission-line easement and a statutory 33-foot right-of-way) and an existing water-line easement with Brookings Dual Bridal Water System Inc. and an electric easement with Sioux Valley Southwestern Electric; staff said the parcel is in the Brookings City–Brookings County joint jurisdictional area and meets the county's 2016 comprehensive plan land-use standards. Plat 2025-007 (Novak) proposes a 40-acre buildable site platted from a 58.76-acre parcel; staff noted the 40-acre site exceeds the 35-acre requirement for a buildable site and that the parcel's northeast corner lies in the flood plain with access from 470 Sixth Avenue. Plat 2025-008 (Nelson) would plot off a 13.26-acre building site from 40 acres in Lake Hendricks Township containing existing farm structures; staff said it meets the comprehensive plan agricultural land-use guidance. Plat 2025-009 (G. & D. Addition) would subdivide a parcel into Lot 1 (103.1 acres, primarily cropland with irrigation) and Lot 2 (53.9 acres pasture); staff said both lots are in the flood plain and noted the Brookings County–Brookings City joint jurisdictional ordinance and aquifer protection references in the staff report.
Separately, the Board of Adjustment granted conditional-use permit 2025 CU-002 to Robert Angerhoefer to add a 26-by-40-foot addition with 12-foot sidewalls onto an existing accessory building (staff noted the combined structure dimensions meet the conditional-use criteria after findings and setbacks are met). Applicant Robert Angerhoefer was present; county staff read the board's findings and conditions, which require compliance with applicable ordinance provisions and that the permit will be invalid if not used within three years of issuance.
All plats and the accessory-building conditional-use permit were approved by voice vote. County staff said building permits and any necessary follow-up inspections will be handled by the zoning office after all conditions and filings are satisfied. The department report portion of the meeting also noted that a previously permitted dairy (Volga/Old Tree Dairy) is reconfiguring building placement without increasing animal numbers, and the county's updated flood map is set to take effect April 23, 2025.
