BROOKINGS, S.D. — County development staff updated the commission March 18 on planning meeting scheduling, a drainage-board environmental review and recent emergency‑planning exercises.
County development staff said a scheduled planning meeting was canceled because of severe weather warnings. Staff told the commission they contacted applicants and participants; in one case staff elected to push the matter to an April meeting. The minutes note the difficulty of rescheduling because of publication requirements under state law, and staff said if an item is time-sensitive they will attempt to reschedule sooner so applicants are not unduly harmed.
On drainage matters staff said the full drainage board is reviewing an environmental-impact study and that the board is reviewing cost proposals; county staff asked the engineering firm to use the environmental work already completed by the county rather than starting from scratch and requested a revised quote.
Staff also reported on emergency-planning activity: a full-scope points-of-dispensing (POD) exercise had been conducted and corrected materials were resubmitted; staff said they will keep the commission informed as the corrective paperwork is approved. In addition, county staff noted participation in the National Association of Counties (NACo) legislative conference and recent local weather alerts that prompted cancellations and public‑safety advisories.
The update was informational; the commission took no formal action on the drainage study during this agenda item and later moved to an executive session for personnel and contract negotiations.
