Brookings County commissioners approve annexations, road and courthouse contracts, transfers and appointments

BROOKINGS, S.D. — The Brookings County Commission on March 18 approved a package of resolutions, contracts, transfers and appointments, voting unanimously on each recorded item.

The board approved two annexation resolutions — Resolution No. 25-19 (City of Brookings) and Resolution No. 25-20 (City of Volga) — and moved forward a number of road and facility contracts, grants and fiscal actions, including bids and notices of award for county roadwork and a courthouse parking lot and sidewalk project.

The actions matter because they commit county funding, set contractor relationships for multiple capital projects this spring and fill advisory and staffing vacancies that affect county operations.

The most significant items approved were:

- Annexations: Resolution No. 25-19 (City of Brookings) and Resolution No. 25-20 (City of Volga) were approved by roll call. The votes recorded were Post, Miller, Hosler, Vanderwall and Jensen — all voting aye. The motions carried.

- Road projects and awards: The commission accepted the low bid and approved a contract for the Southeast South Dakota county striping project (Project No. M.C.205-022) and approved related county participation in the project (county share listed in the minutes). The low bid for the Brookings County 2025 chip-seal project was awarded to Road Guy Construction Co. of Yankton, S.D., in the amount of $213,036.07; the board approved the notice of award to the same company. - Agreements and contracts: The commission approved Agreement No. 25-28 (an agreement with Central Specialties Inc. for a county servicing project tied to previously approved bids) and Agreement No. 25-29 (an amendment/additional licensing for Esri — Environmental Systems Research Institute). For the Esri licensing, county staff explained the county holds the contract while the city of Brookings will be billed for the prorated additional licensing if the city uses it; the county will invoice the city for its portion and the renewal would be handled through the county contract thereafter.

- Sponsorship and events: The board approved Agreement No. 25-30, described in the minutes as a sponsorship/order with the Dakota Bank Center for funding an "Uncle Sam Jam" Fourth of July event (the item was budgeted in the commission public relations budget line).

- Finance transfers and insurance reimbursement: The commission approved first-quarter transfers from the general fund, including a transfer of $899,906.75 to the Highway and Bridge fund and a transfer of $33,628.75 to the Emergency Management fund.
