High Line Canal underpass design funded; construction funding not yet identified, city says

City staff updated council on May 13 about the High Line Canal crossing project near Broadway and Grange Road, a multi‑jurisdictional underpass led by Arapahoe County.
Public Works Director Jeff Dankenbrenner said the project has TIP funding for design and Arapahoe County is the lead agency with CDOT IGA in place; the city has budgeted limited design funding and a consultant (David Evans and Associates) was selected.
Construction funding has not been secured; staff said the project remains on Arapahoe County Transportation Forum wait lists and that construction dollars may not be available until later in the decade — possibly 2028 or after. Dankenbrenner said design funding now positions the project well to compete for construction funding when it becomes available.
Because the project is multi‑jurisdictional, the IGA and construction funding distribution will be negotiated among Arapahoe County, Littleton and Centennial. Staff said they will present an IGA for council consideration once terms are finalized by the county lead.
Council asked whether recent incidents near Littleton schools had changed project priority; staff said the county and partners are reviewing concerns and that having design funding improves prospects for eventual construction funds.
