Chloe Elizabeth Williams, a resident of the Oak 140 building owned by Housing Catalyst, told the Fort Collins City Council she has experienced bullying and retaliation from property management and maintenance staff and said she faces an attempted eviction despite being current on rent.
Williams described a series of incidents over several years, saying maintenance workers made derogatory comments after a visit to her apartment and that she had repeatedly requested an apology letter from management. “They told Devin, and I quote, that she deserves to be great because of the way she dresses,” Williams said, recounting the exchange she reported to managers. She asked the council simply to be heard and to be allowed to remain in her home.
Resident Julie Rowensock later urged council to do what it can to help Williams stay in her apartment. Councilmember Pangyan said someone was checking in with Williams and confirmed the city was connecting her to resources.
Why it matters: Williams told council her complaints include alleged staff misconduct and retaliation and that she is disabled and on limited income. Council did not take formal action, but council members indicated staff follow-up would occur.
