Gulfport council approves ordinance, budget amendments including transfer for Richard Bayou dredging; permits Juneteenth event

The Gulfport City Council approved a series of routine agenda items Wednesday, including an ordinance adjusting pay for an assistant building maintenance technician, several planning recommendations, and budget amendments that included funding transfers to support a dredging construction contract for the Richard Bayou project.
At the start of the meeting the council amended the agenda to add item 5(a), an ordinance providing salary compensation for one assistant building maintenance technician, and item 19(a), budget amendment No. 65, which transfers funds for the construction contract with JE Talley Construction for the Richard Bayou dredging project. The amended agenda carried on a voice vote.
Council members unanimously approved a package of planning and procedural items, including acceptance of the final plat recommendation for Forest Ridge Phase 2 after staff confirmed corrections (manhole installations were later confirmed as addressed). The council then approved budget amendments 63, 64 and 65 by voice vote; a council member noted that 65 will provide the transfer of funds needed to cover the JE Talley construction contract for Richard Bayou dredging.
The council also considered event permits for the summer calendar. After clarifying the exact staging location in the Quarters (the open lot on 30th Street/County Cornered D Lane) and confirming trash and ADA porta-toilet arrangements, the council approved the Juneteenth/Unity Festival events (agenda items 15 and 16) with the technical change to ensure the stage and related equipment would be placed in the quarters site rather than the aquarium area.
Other routine matters carried as presented, including approval of the docket of claims through May 7 and routine administrative resolutions; two items (15 and 16) were briefly discussed at the end of the meeting and then approved by unanimous vote. Council members noted absence of Councilman Sellers for part of the meeting when votes were recorded.
The approvals put the Richard Bayou dredging project contract into a funded position pending execution; staff will proceed with contract implementation steps now that the council has approved the transfer of funds via budget amendment No. 65.
