Council approves engineering and contractor awards for traffic signal upgrades on Bobby Rush and other corridors

The Jackson City Council on May 6 authorized a construction engineering and inspection services agreement with Stantec Consulting Services Inc. and later accepted the low bid from Lewis Electric Inc. to perform signal improvements on Bobby Rush Boulevard and other corridors as part of Local Public Agency (LPA) projects.
Lewis Rice, the city's chief administrative officer, explained the items are LPA projects and require concurrence from the Mississippi Department of Transportation. "This is an LPA project, so MDOT will approve this. They've already approved it. This is actually getting the contractor. This order will give the contractors the ability to go in and make these changes," Rice said.
Stantec's agreement covers engineering, construction and inspection for the group A traffic-signal project identified as STPD-0250-00005 / LPA-109282-701000 in Hinds County; the work targets signal arms and related upgrades on Bobby Rush Boulevard, Robinson Road, Lynch Street and Highway 80 segments, officials said.
Council members asked whether the work will address signal timing citywide; city staff said this project is limited to the Bobby Rush/Highway 80 group and noted separate efforts are needed for citywide timing and coordination. Staff reminded constituents that 311 remains the first line for reporting malfunctioning signals and streetlight outages.
The contract award order for Lewis Electric carried after council consideration. Council members confirmed the projects had been discussed during work sessions and that MDOT concurrence is part of the procurement pathway for LPA-funded work.
No immediate budget amendment was reported on the floor; staff said MDOT concurrence and standard LPA procedures will govern project execution and payments.
