Navajo County supervisors approved two separate Highway Safety Improvement Program (HSIP) scoping intergovernmental agreements with the Arizona Department of Transportation to evaluate potential shoulder installation and rumble strip projects on Mogollon Drive (between SR‑277 and SR‑260) and Lone Pine Dam Road (SR‑77 to Burton Road).
Public Works staff said each scoping agreement will fund preliminary engineering to assess safety improvements, determine environmental and right‑of‑way needs, and prepare materials for future HSIP applications. Each agreement carries an estimated scoping cost of $40,000; the county's local match is included in the estimate.
Mister Flake (public works) described the scoping as a state‑required step before advancing to final design and construction under ADOT administration. "ADOT will administer the scoping, and final design and construction will be addressed in a separate agreement," he said.
One supervisor expressed frustration that scoping steps add cost and time but acknowledged that the work follows state requirements. "We know that it improves safety... We follow the requirements of the state," the supervisor said before voting to approve both IGAs. Both motions carried without recorded opposition.
Staff said final design and construction would return under separate agreements once scoping completes and the HSIP application process is advanced.
