Brighton staff recommend awarding CoreCity Phase 2 waterline replacement bid to Wagner Construction; staff propose adding award to consent

Brighton utilities staff presented the CoreCity Phase 2 waterline replacement project at the April 22 study session and recommended council accept Bid 10 — submitted by Wagner Construction — as the most responsive bid. Staff asked that the contract award be placed on a future consent agenda for council approval.
Utility staff engineer Jamie Dempsey described the project limits: Eighth Avenue between Southern and Bush Street, Seventh Avenue between Southern and Bush Street, and Sixth Avenue between Southern and Skille. The work will replace undersized and aging mains, relocate fire hydrants and replace existing services; staff said a formal bid process produced ten submissions, seven of which were responsive. Staff said typical block work would proceed block by block and estimated roughly two to three weeks per block.
Dempsey said staff will conduct a preconstruction meeting with the contractor to finalize phasing, ensure ADA access, maintain driveway access, minimize service outages and coordinate notifications. For this project staff plans temporary above‑ground water lines to keep outages minimal. Staff recommended placing the award on consent; council did not vote at the study session.
