Brighton updates strategic plan to include support for establishing a downtown development authority

Brighton staff presented proposed updates to the city’s 2023–2027 strategic plan at the April 22 study session and said most changes were minor measure updates. The one substantive addition was a task to support establishing a downtown development authority.
Budget analyst Pierce Miller said the change fits under the economic acceleration vision area and that staff added the task after council feedback from a February strategic planning session. Council asked staff to revise the language to make clear the city is supporting establishment of a downtown development authority (the city does not currently have one).
Staff said updated strategic-plan materials and status reports are available on the city website and that departments will continue to refine measures and tasks. No formal council action was taken at the study session; the change will be incorporated into the next published version of the plan.
