During the Jan. 16 meeting the Park County Solid Waste Board discussed three enforcement-related changes staff may recommend to the County Commissioners: requiring roll-off containers at construction sites, changing illegal-dumping enforcement from criminal to civil citations, and using license-plate readers at collection sites to support enforcement.
Commissioner Brian Wells relayed legal guidance he had received from the county attorney indicating a private roll-off at a construction site could be required and that the illegal-dumping ordinance might be converted from criminal enforcement to a civil enforcement mechanism. Under a civil regime a compliance officer could issue fines or citations — staff and members noted this would change enforcement procedures and could make follow-up more administrative than criminal.
Board members also discussed the possible use of license-plate readers at collection sites to identify vehicles involved in dumping outside rules. Staff said they would place those items on the next meeting agenda for more detailed discussion and develop recommended language and potential fee structures to present to the County Commissioners; the board will then decide whether to recommend ordinance or resolution changes.
