Board members and staff examined the department budget and operational patterns and described the 15% reserve goal on a $2,000,000 budget as aggressive within a three-year window. Several members recommended stretching the target to five years (target year 2030) to ease implementation. Staff and the board agreed to bring a revised goals document, reflecting the suggested timing change, to the next meeting for additional review and a possible vote.
Discussion also covered quarterly or semiannual expenditure reviews, operational efficiencies, evaluating manning at collection sites, and outreach to reduce litter. No formal adoption of the goals occurred at the Jan. 16 meeting; the board moved to accept the proposed goals as strategies to guide further work and to schedule a formal vote after edits are incorporated.
