The Park County Solid Waste Board on March 20 tabled two requests to remove solid-waste assessments from county parcels, voting unanimously to delay action until county staff can verify whether dwellings existed on the properties in question.
Board members said the requests — filed as abatement petitions alleging that assessed parcels never held dwellings — lacked sufficient supporting evidence. Staff said one petitioner had provided some documentation but further site photos and cadastral verification were necessary.
Matt Whitman, a county staff member, told the board he had not yet completed an investigation and that Gina Hazen in finance had recently received supporting material for one of the petitions. Whitman said staff had asked petitioners to provide additional photographs and that a physical inspection of the parcels might be required.
Board members discussed that the parcels in question had partial payments recorded, and that refund calculations would depend on whether assessments covered full or partial years. Board members noted one property appeared to have two dwellings recorded but only one assessment applied; staff said that discrepancy would require a physical check.
A motion to table both abatement requests until the next meeting passed by unanimous voice vote. The board instructed staff to verify hookups to utilities, obtain cadastral imagery or photographs, and report back with evidence at the next meeting.
The board did not set a deadline for staff follow-up beyond the request to return at the next meeting.
Details scheduled for follow-up included whether the assessments were for full-year or partial-year charges and whether payments already made should be refunded if assessments are removed. Those financial details were described in discussion as not fully specified in the petition materials.
The tabling preserves the petitioners’ requests on the board’s agenda for continued review but does not grant relief at this time.
