Park County proposes Thursday 4 p.m. deadline for agenda materials, aims to post agendas by 5 p.m.

Park County staff proposed a standard deadline for submitting agenda materials so commissioners have consistent review time: materials due by 4:00 p.m. on the Thursday before a meeting and the agenda posted by 5:00 p.m., with public comment cutoff at noon on Thursdays.

The change is intended to give commissioners “Fridays and Mondays” to review packet materials and reduce interruptions to weekends, staff said. Paul from the county attorney’s office emphasized that any attachments, contracts or task orders should be routed to the attorney’s office in time for review before items appear on the agenda.

Staff described several operational details and exceptions. If a board meeting will make a recommendation the presenting department can note that on the preliminary agenda and attach applications or supporting documents Friday morning; for contract signings or other time-sensitive items staff should ensure Paul has had an opportunity to review. Departments may also CC the commission chair or individual commissioners on emails so commissioners can see materials and ask preliminary questions before the meeting.

Staff warned that holiday weeks present a tighter turnaround and said departments may be asked to submit materials earlier (for example, on the Wednesday before a three‑day weekend). The proposal is procedural; no formal commission action to adopt a rule was recorded in the transcript.

A staff member summarized the proposal: "If we could get everything that needs to go on the agenda by 04:00 on Thursdays would be awesome." The same staff member also noted the existing public-comment cutoff: "I have their scheduled public comment cut off at noon on Thursdays already anyways."
