The Clayton Town Council on April 7 adopted a capital budget ordinance to provide startup funding for the decommissioning of the Starmount and Liberty West Main Street pump stations.
The funding, Finance Director Robert McCall told the council, will cover professional services and easement costs needed before the town puts the project out for bid. “Tonight, we're asking council to approve [a] capital budget ordinance, to provide startup funding for the decommissioning of the Starmount and Liberty West Main Street pump stations,” McCall said.
The council considered the ordinance under old business. After McCall’s presentation, a council member moved to adopt “ordinance 20 20 five-four-one”; another council member seconded. The measure was approved by voice vote. No roll-call tally was recorded in the public transcript.
Town staff said the funding is intended to cover preliminary work — including professional services and securing easements — before the town moves to solicit bids for the construction work. Council members did not request additional details during the brief discussion on the item.
The ordinance directs staff to proceed with preliminary procurement and property work necessary to decommission the pump stations and to bring future updates to council as the project progresses.
