Plan Commission approves primary plat for Gates of Saint John Units 32–40 with engineering conditions

The Saint John Plan Commission voted 5-1 on May 21 to approve the primary plat for Gates of Saint John Units 32 through 40, subject to satisfying the outstanding items in town review engineer Adam Magalpine’s engineering letter dated May 15, 2025.
Developer representative Mr. Kahl told the commission that engineering issues had been pared down from an initial list of 38 items to six, and that remaining items primarily concern sanitary sewer infrastructure — specifically lift station and force main sizing — and standard permitting such as an NOI to the Indiana Department of Environmental Management (IDEM). “All of the pumps were they're still sizing the pumps. Gas Voda is the 1 who basically sizes all the pumps for the development based upon all the anticipated flow,” Kahl said.
Commissioners asked detailed questions about roadway dimensions, traffic distribution and lot sizes. Staff confirmed the primary north–south road will be 30 feet back-to-back curb (two lanes). Commissioners noted the subdivision control ordinance gives the commission authority to require a traffic study if the commission “deems it necessary”; staff read aloud municipal code language (section 21(a)(57)) that authorizes requiring a traffic study paid by the developer if warranted. No formal traffic study had been submitted for this plat; staff said prior annexation and the resulting land plan constrained some review elements because zoning and PUD conditions were established during annexation.
Housing mix and age restriction: The applicant explained the north half of the development is age-restricted by the annexation agreement and that the age-restricted product requires surveys every two years to confirm compliance; the applicant said the restriction requires maintaining 80% of units occupied by residents 55 or older and that monitoring runs for 25 years.
Motion and vote: Commissioner Ashley Abernathy moved to approve the primary plat with findings of fact and to include Adam Magalpine’s engineering letter dated 05/15/2025 as conditions; the motion was seconded and carried by a 5-1 vote.
Why it matters: Approval advances subdivision infrastructure work (sewers, roads, stormwater permitting) but leaves key engineering items to be completed before final plat and construction permits. Commissioners and staff highlighted traffic distribution and sewer pumping capacity as issues that remain to be verified by the engineer before final acceptance.
