The Allegany County Ways and Means Committee on May 7 authorized the county attorney to negotiate a purchase agreement with the Industrial Development Agency (IDA) following an attorney–client session about real estate sales and transactions.
Committee members said specifics of any resolution and the source of funds would be returned to the board for approval. “We’re requesting the board to authorize the county attorney to work with the attorney for the IDA for the purposes of completing a purchase agreement with them,” said Mr. Boyd.
The committee took the action by motion. Root moved to authorize the county attorney to proceed in contract negotiations with the IDA for the purchase of the property; Demick seconded. The committee recorded a voice vote of “Aye” and carried the motion.
Members also expressed a clear, unvoted consensus that funding for the purchase should not come from the county’s economic development allocation for I‑86 infrastructure. A committee member asked for confirmation that the funding source would be identified later and that “any details to go into that resolution have to come back here to the board,” and staff confirmed that to be correct.
The committee did not adopt resolution language at the meeting; it directed staff and the county attorney to continue negotiations with the IDA and return any proposed purchase agreement and funding details to the board for formal action.
After completing the motion, members scheduled a short caucus in the DPW conference room and adjourned the meeting.
