County approves three‑year leachate disposal agreements with Wellsville and Canadea

Allegany County approved three‑year agreements with the village of Wellsville and the town of Canadea to dispose leachate from the county landfill at those sewage treatment plants.
Department of Public Works staff told the board the agreements will run three years and establish per‑gallon disposal rates. The department read the proposed rates into the record: "40.045¢ per gallon for 2025, jumps to 0.047 in '26, and 0.049 in '27." The resolutions were approved by voice vote and are subject to county attorney review.
Board member Gary asked whether the facilities are closed landfills being monitored; the department clarified the plants are treatment sites that will accept the county's leachate and process it before discharge. Staff said leachate is pumped from the landfill collection basin into tanker trucks, hauled to the treatment plants, processed through their facilities and returned to the river as treated effluent.
Department staff said the village of Wellsville proposed the arrangement and that the agreement was bundled to cover both locations for administrative simplicity. The board did not discuss the county's total annual volume or projected annual cost; those figures were not provided during the presentation.
