Board approves RFP and bond-fund allocation to replace Lowry High School track; four-layer surface recommended

The Humboldt County School District Board of Trustees on April 8 authorized staff to issue a request for proposals and allocate a portion of bond funds to replace the failing track at Lowry High School, with the goal of completing work this summer.
District staff said previous repairs to the Lowry track had failed and the original contractor is no longer in business, forcing the school to host meets at other locations. Preliminary proposals from vendors estimated a three-layer resurfacing at about $363,000 and a four-layer system with a pore sealer at about $471,000. Staff recommended the more expensive four-layer option for longer life and better return on investment. As staff noted, the project must go to RFP because it exceeds $100,000.
Trustees asked about expected lifespan and maintenance. Staff said a properly installed surface can last 10 to 12 years with maintenance, though repainting lane lines and periodic resealing are typical in high-sun climates. Trustees also discussed color options and heat concerns; staff agreed to request price quotes for different colors (red, blue and black) when seeking bids.
A motion to allocate bond funds and proceed to RFP was moved and seconded; the motion carried. The board instructed staff to obtain at least two competitive bids, include color/price options in specifications, and aim for completion before the 2025–26 track season.
