Portage County’s Human Resources Committee reviewed quarterly wellness and employee-assistance-program (EAP) reports showing steady participation in wellness offerings and a shift in the most common EAP presenting issue to personal stress.
Wellness vendor data presented to the committee showed employee activation at about 85% for the current year (compared with 84% at the same point last year) and 309 engaged users versus 293 at this point last year. Health assessments and biometric screenings remained among the top activities; counts through the first quarter indicated higher participation on several measures compared with the same period a year earlier. Staff provided a department-level breakdown of user status to check whether communications were reaching all units and reported overall engagement roughly in line with department sizes.
The EAP utilization report showed case utilization lower than the first-quarter peak in 2024 (which staff said was skewed by initial onboarding activity). Presenting issues in 2025 were led by personal stress (about 23.1% of presenting issues) and anxiety remained a high category overall (about 38.5% across recent quarters). Staff noted grief and job stress as other common issues; they also reported no external referrals in the last two quarters and flagged increased use of electronic and printed materials along with portal access and text-therapy modalities.
Committee members questioned the vendors’ return‑on‑investment (ROI) calculations; presenters said ROI estimates rely on modelled averages across larger populations and are difficult to map precisely to county outcomes. Staff said the county switched EAP vendors in part to broaden access across multiple channels (phone, web portal, text therapy and real-time scheduling) and that they would continue to monitor program uptake and referral patterns.
No formal committee action was taken on the reports; staff will continue to track engagement and follow up on referral trends and ROI clarifications.
