Auditor issues clean opinion on Breckenridge FY2023–24 financials; general fund balance increased

The city's auditor delivered a clean opinion for the year ended Sept. 30, 2024, reporting increases in general fund balance and positive net positions in water/wastewater enterprise funds; no internal-control findings were reported.
The City Commission received its annual financial audit on Jan. 7 and accepted an auditor’s clean opinion for the fiscal year ended Sept. 30, 2024.
Daniel Hungerford of George, Morgan & Sneed presented the audit and said the financial statements received an unmodified (clean) opinion and that all government funds except the capital projects fund showed positive changes in fund balance. Hungerford highlighted a $1.956 million general fund balance and a year-over-year cash increase of about $393,000. He said property-tax revenue rose after a $26 million increase in assessed values and that expenses increased largely because more public-safety positions were filled.
Hungerford also reported that the Water and Wastewater enterprise funds had positive unrestricted net positions and positive net income for the year, with unrestricted net position totals cited in the audit report. The auditors said they found no internal-control deficiencies or instances of noncompliance to report.
Commissioners voted to accept the audit and to authorize any routine actions needed to finalize the report.
