Staff said recreational vehicles previously appeared only in the traffic section of the municipal code and that the amendment places RV residential-use language into the zoning chapter. The intent, staff said, is to make clear that living in RVs is not permitted in residential zones, consistent with the city's policy.
Council members asked for clarification about the word "trailer," noting it can describe different things including utility trailers, flatbeds or mobile homes. Staff and council members agreed the term in the ordinance refers to utility trailers, campers and similar towed equipment (not mobile homes that require a separate permit or classification). Members emphasized that trailers could be stored in backyards if they meet current restrictions but not left in front yards or driveways in violation of existing placement rules.
Council action: a motion to approve Ordinance 2025-O7 as presented was moved, seconded and carried by voice vote with no opposition.
Implementation: staff will publish the amended zoning language and follow up with public communications as part of an upcoming zoning-update outreach process.
