Council approves low bid for waterline replacement, plans change order to fit funding

The Breckenridge City Council voted to award the Texas Water Development Board (TWDB) DWSRF-funded waterline construction contract to Radon Inc., the lowest bidder, and to authorize the city manager to negotiate a construction contract.
An engineer on the project summarized the bid tabulation and funding. The available funding package for the waterline project was presented as $2,140,000. "The lowest base bid was submitted by Radon Incorporated at $1,009,347," the engineer reported, and staff recommended also including additive alternate No. 2 (East Wheeler Street) at $865,226.20 to maximize use of available funds. That combined total would exceed the available funding; the engineer proposed awarding the contract and using a subsequent change order to reduce the contract amount to fit the $2,140,000 available and to preserve scope for future grant-funded work.
Staff noted several ways to reduce cost after award, including verifying existing gate valves to avoid installing expensive insertion valves. The engineer said remaining alternates would be considered under separate funding sources the city is pursuing, including a high-percentage rural water assistance grant.
Council action: a motion to award TWDB DWSRF construction to Radon Inc. and authorize the city manager to negotiate the contract was moved, seconded and approved unanimously.
Implementation: staff will execute the construction contract with Radon Inc., issue a change order as needed to align the awarded scope with the $2,140,000 funding, and pursue additional grant funds to complete remaining alternates and plant improvements.
