Breckenridge awards city solid-waste contract to Republic Services

Breckenridge City Council voted to award the city’s solid-waste hauling contract to Republic Services following staff review of four proposals and an internal scoring process.

City Manager said the city received proposals from AEL, CWS, Frontier Waste Solutions and Republic Services and that internal scoring ranked Republic highest. "Republic scored 570.08, AEL 560.7, Frontier 541 and CWS 527," the City Manager reported. The council then moved and seconded a motion to award the contract to Republic Services; the motion passed with all in favor and none opposed.

The city manager told the council staff considered price, equipment, franchise fee, service experience and added services. Republic was the only proposer offering a single‑axle trash truck, a feature staff flagged as less damaging to the town’s older asphalt streets. The manager also highlighted differences in roll‑off service: Republic offered 63 free roll‑offs annually for city facilities; AEL representatives later said they would provide 23 roll‑offs annually (the 23 figure was not in AEL’s written proposal but was obtained by staff by phone).

Staff noted the franchise fee proposed by all respondents was 5 percent and that bulky-waste service and scheduled rate increases were broadly similar across bidders. Council members discussed the tradeoff between lowest cost and road impacts from heavier equipment; the single‑axle truck was a key differentiator in staff scoring.

Council action: a motion to award the solid-waste contract to Republic Services and to authorize the mayor to sign the agreement was moved and seconded and carried unanimously.

Implementation: staff will finalize the contract with Republic Services and return any final execution documents to council as required by city procurement policy.
