The council approved the introduction and first reading of an ordinance establishing a city dog-park rules chapter. The ordinance spells out 20 rules including vaccination and license requirements, owner supervision, waste pickup, posted signage and other behavioral conditions.
Public commenters supported the new rules and urged enforcement steps such as posted code-enforcement contact information and clarifications about proof of vaccination and how enforcement will work. City staff said proof of rabies vaccination is required for licensing and that tags are the practical way to show current rabies status; staff acknowledged enforcement will be complaint-driven and that signage and QR-code links to reporting will be provided. City Attorney Renee Ortega advised that including requirements gives the city enforceable requirements but acknowledged some operational enforcement limits for on-site staff.
Council moved and passed the ordinance introduction unanimously (first reading). Council and staff agreed to refine language around age restrictions for unaccompanied minors, licensing/vaccination verification and signage before the second reading.
