Council appoints two members and one alternate to Parks & Recreation Commission

The Waterford City Council voted 5-0 to appoint Rigoberto Martinez and Desiree Turnbull as regular members of the Parks & Recreation Commission and to designate Velasquez as an alternate.

City staff explained there were three applicants for two seats and that the agenda title did not exactly match the staff report; staff said the names were listed in the order the applications were received. Council members who spoke in support cited Martinez’s work with youth soccer and Turnbull’s involvement with youth baseball as reasons they would add varied sports-perspective experience to the commission.

During discussion the council cited the municipal code language that allows the mayor, with council approval, to appoint both regular and alternate commission members; one councilor noted the city has historically used alternates to ensure quorum when membership has been sparse. The council did not identify a mover or seconder in the record for the motion; the clerk recorded the motion and a second and a unanimous 5-0 outcome.

Why it matters: The Parks & Recreation Commission advises the council on programs, facilities and community recreation priorities. Council members said the appointees’ experience with youth sports should inform upcoming Parks & Rec agenda items, including a discussion of tennis-court concepts.
