Staff said the actions follow a prior March resolution expressing the council’s intent to establish CFD Annexation Number 1. The council first opened and closed the public hearing on resolution 2025-19, which declares the results of a special landowner election; the council voted to adopt the resolution with a unanimous vote. At the public hearing record, an entity identified as FH Building Company recorded a “yes” vote on the ballot accepting annexation into CFD 2019-1.
The council also adopted resolution 2025-20 authorizing annexation of Area 1 into CFD 2019-1 for maintenance services and authorizing the levy of a special tax and submittal to qualified electors; the resolution passed 4-0. Finally, the council conducted the first reading and introduction of ordinance 2025-02 to authorize the levy of special taxes in the annexation territory (identified as Waterstone A and C) to CFD 2019-1; the ordinance’s first reading passed 4-0.
Staff presented the items sequentially, noting the items are procedural and that each step (election result, annexation resolution, ordinance introduction) must be handled in order. No members of the public spoke during the hearings. The council’s votes were recorded as unanimous with one member absent or excused.
