The Waterford City Council voted unanimously to authorize staff to prepare and release a request for proposals (RFP) for the “E Street downtown improvements project” covering the block from Main to Bentley.
City staff described the project as reconstruction of pavement, replacement of sidewalks and driveways, upgrades to curb returns to meet ADA standards, replacement of existing trees, installation of landscape irrigation, and decorative lighting and stop-sign upgrades to match downtown. Staff said the project will be funded with SB 1 and Measure L dollars and that no general fund money will be used.
Mr. Stasser, the staff presenter, gave an engineer’s estimate in the presentation but the transcript rendering of that figure was unclear. Council and staff did not provide an alternate precise engineer’s estimate on the record at the meeting.
After a brief opportunity for public comment (none was offered), a council member moved the RFP authorization and the motion passed 4-0.
Council members did not debate substantive changes to the project scope at the meeting; staff said the next step is releasing the RFP and returning to council with bids and a recommended contract award.
