Council accepts completion of biosolids removal and monitoring-well replacement projects

The Waterford City Council on May 20 accepted completed work at the city wastewater treatment plant and authorized the city engineer to file notices of completion with the Stanislaus County Recorder’s Office.
City Engineer (presenting) explained that Resolution 2025-26 accepts the completed work for Project No. 2024-04, a biosolids removal contract the council awarded on Oct. 3, 2024 to Synagro WWT Inc. for $550,305.60. The engineer said the plant’s headworks does not remove nonorganic materials and solids and that the contract work was required to mechanically remove settled material from treatment ponds and drying beds. Staff recommended acceptance of the improvements and filing of a notice of completion.
The council also approved Resolution 2025-27 accepting completed work on Project No. 2024-05, the wastewater monitoring-well replacement. Staff said two monitoring wells on site were replaced; one replacement well initially exhibited plugging and biofouling and was rehabilitated and deepened to reach required sampling depth. The council awarded that contract on Nov. 27, 2024 to Wild Heron Drilling (DBA Wild Heron Drilling) in the contract amount shown in council records as $33,069.37; staff reported a total project cost of $61,153.22 funded from sewer funds.
Both resolutions passed unanimously by voice vote; council directed staff to record notices of completion with the county recorder as standard procedure following acceptance.
