Consultant Terry Madsen of ClearSource presented the annual update, noting that the 2023 comprehensive fee study established a framework and that the council authorized annual, interim inflationary adjustments. Madsen recommended a 2.76% increase for most fees, aligned with the regional Consumer Price Index inflation figure used in the study.
Council members asked about additional fees and enforcement tools (for example, charging fees on long-running construction permits) and several members supported placing related ideas on a future agenda. No substantive public comments were received during the hearing. A motion to adopt the fee schedule resolution passed on a roll-call vote.
The council directed staff to finalize the resolution language; any changes adopted will take effect July 1, 2025, and staff indicated the town expects to continue comprehensive fee studies every three to five years and interim inflationary increases in between.
