Council approves TMPA asset sale, hangar lease with Paris Junior College and extends city attorney contract

Greenville City Council on April 8 approved several additional items: the sale of certain Texas Municipal Power Agency (TMPA) transmission assets, a proposed hangar lease with Paris Junior College and an amendment extending the city attorney contract.

City HR/utility staff summarized TMPA’s plan to transfer assets in the Dansby and Dressen/Bridal East substations (net book value cited in the meeting as about $3,200,000). Summer Spurlock, who noted she serves on the TMPA board, told council the sale would clarify operational and maintenance responsibilities by moving the assets into the footprint of the local operator. Council approved the sale resolution unanimously.

Following an executive session, airport staff member Daniel presented a proposed lease with Paris Junior College to occupy a hangar currently leased by another operator. Daniel said the college would use the facility for an airframe mechanic program and that the lease terms are $5,000 per month with a consumer‑price‑index adjustment and a proposed term “up to 20 or 30 years” as discussed in the meeting record. The council approved the motion to allow the city manager to finalize the hangar lease contingent upon approval by the Paris Junior College board.

Finally, the council approved an amendment to extend the city attorney contract through Sept. 30, 2027; council recorded the vote as 6‑0. Council also read and approved the consent calendar, including the city minutes and appointments to regional boards (TMPA director appointment and a recommended appointment to the utility board).
