After troubled rollout, Greenville hires consultant to rebuild UKG Ready payroll and HRIS

Greenville City Council voted 6-0 to hire a consultant to rebuild and reimplement its UKG Ready HR and payroll system after a 2021 implementation that city staff described as incomplete and rushed.
Summer Spurlock, who presented the item as the city's HR lead, told council the city purchased UKG in August 2021 and planned eight modules; only two modules were rolled out because of implementation problems. Spurlock said the city found widespread dissatisfaction with the third‑party implementation partner used originally and that other Texas cities recommended H Architect as a specialist for UKG Ready reimplementations.
Staff briefed council that one city reference (Bedford) reported satisfaction with H Architect's work; staff also said earlier outreach produced a small UKG credit refund during prior remediation efforts. City staff described an initial discovery phase, a phased rebuild and a remote implementation approach; staff said the contract is a fixed price. Council members asked whether more than one consultant would be involved and whether the consultant would work on site; staff said the firm will provide a team and that the work will be remote with an initial discovery phase.
Council discussed lingering concerns about paying for services a second time and pursued an executive session to discuss related personnel matters. After returning to open session, council approved the agreement 6-0. Staff said the consultant aims to have all eight purchased modules turned on and reimplemented by the start of the next fiscal year if work begins quickly.
