McFarland agrees to wage‑reimbursement MOU to fund two internship stipends

The McFarland City Council on April 28 approved a memorandum of understanding to secure wage reimbursement for the city’s Emerging Leaders internship program.
Staff presented the MOU as a partnership with a local economic development foundation and described the program as an opportunity for high school and college students to gain public‑sector experience. "Through this program, the city will be reimbursed $8.25 per hour for up to 40 hours per week over an 8 week period with a maximum reimbursement of $2,640 per intern," the presenter said. Staff said the city will remain the employer of record, responsible for onboarding and insurance, and will invoice for reimbursement at the conclusion of each internship.
The MOU covers wage reimbursement for up to two interns; staff said the city will manage hiring and retain responsibility for employment administration. Council members asked clarifying questions about the reimbursement amount and payroll procedures; no budget increase was required because the reimbursement offsets a portion of pay. The council voted unanimously to approve the MOU. The clerk recorded aye votes from Mayor Arion, Vice Mayor Rick Connell, Councilor Gonzales, Council Member Perez and Council Member Martin Gutierrez.
Staff said recruitment is ongoing and that the city expects to select at least one intern from the collegiate/postgraduate pool for the summer or fall internship program.
